so I bought a 30gal off craigslist and I cant wait to set it up of course. so my question is, is it ok to put the substrate in with it full of water already? it is sand but will it ever settle since its so full of water? I guess I dont mind draining the water like I said I just couldnt wait to set it up.

I don't think it will matter either way. If you drain it, put in sand, fill with water, you will get some sand floating around, but it will eventually settle. My guess is that it won't take more than an hour or two for the sand to settle. You might turn your filter off so you don't suck sand water into it
