Hi! I'm new here - Help with Tank Cycle

Hi team! My name is Mary and I'm new here! I won two goldfish at the carnival (I know I know I know, but I thought it was a rescue mission and truly had the best intentions) and they passed a few days later. I want to cycle the tank and try again.

After the second fish passed, I did a 90% water change and put stability in. I have the filter running with a carbon insert and a bio stone in there. I'll check the ammonia, pH, nitrite and nitrate levels tomorrow. Is there anything I'm missing? How do I keep the tank cycling without any fish?
