for some reason, ALL of my:

ghost shrimp,
amano shrimp,
zebra danios,
tetras,

are all staying 1-2" below the surface of the water. they've been like this for days. is this normal behavior, or......?

weekly water changes, 20-25%,
gravel looks clean, i vac. 50% of it weekly
i have 2 waterfall filters, that push air bubbles 1/2way down the tank before they float up. there sould be no surface tension, as its constantly moving....

and according to my teststrips,

nitrate : 10-15ppm
nitrite : 0 - .2
hardness: very hard
alkalinity: 150-180ppm
PH: 7.8 - 8.4

i do not have the ability to test amonia.

sounds like an oxygen problem, but if you have good water movement and your breaking surface tension that shouldnt be a problem... unless the tank is heavily over crowded.
