small angelfish with medium angelfish?

Hello, I have a medium sized juvenile angelfish. He is a little bigger than one of the old 50 cent pieces. My other angel is a dime sized. The larger one constantly attacks the small one so I put the small one in a small tank, only ten gallons. I understand this is far too small for the little guy to live in forever. What I am wondering is if I let him reach about the size of the medium one, can I then try moving him in with the larger one? My bigger tank is a well planted 30 gallon. I don't quite know what to do.

Usually the larger Angel will be the dominant fish, I went through the same situation a couple years ago, the larger AF killed the other two and he wasn't
that much larger than the other two . I've read where if you get the same ones that have been tanked together and growing up together you should not have problems.
