Nitrite issues

We’ve had a tank for about 3 weeks (36 gallon) with about 9 mollies, 2 graumis and 2 catfish. We noticed the nitrites were high so we did a 50% water change and a few days later they were up again. We were told to buy safe start and prime. We added those for the last 3 days. And we were told to avoid another water change and to give the bacteria some time to kick in, but nothing has changed. How much time should I give the bacteria to kick in? Should I listen and avoid another water change or keep working on water changes to keep nitrites down? Also, one molly just had some baby fry last night that are being chased around.
