You can certainly have a planted tank without CO2. Just choose the right plants that use low-med light. Anubias and java fern are two options, but these should be glued or tied to driftwood or large rocks. Their rhizomes cannot be planted in the soil.

Hygro Difformis (Wisteria) and hygro angustifolia, as well as crypt wendtii and crypt undulata are a few more that have low-med light needs and do well without CO2.
