should i throw some live rock in it and if so, how long should i leave light on over it and when?

definately add some live rock. You dont need light on the live rock. the bacteria on it isnt photosynthetic. But, that said, you should also add some macro-algea (like chaetomorpha) in to the sump also. You'll need to light that with something like a 20 watt cfl directly over it.
