I'm scrapping the idea of a 55 gallon ram biotope (too expensive), and going with doing the same on a smaller scale in my 29 gallon show/high tank (24 1/4" x 12 1/2" x 24 3/4"). Would that tank be too small for a pair of GBRs and a school of 8 neon tetras? Should I just do the GBR's, or is it even too small for them? It will be moderately planted with lots of swimming room (especially in the upper water column), with a piece of driftwood.

No that's fine for a pair. I might select a top-mid schooler instead of the neons so the rams aren't irritated with them when they are in egg protection mode.
