Smile 20g Reef Build

Started a 20 gal almost 4 weeks ago! i plan to have a few fish and corals. here is everything i have:

Equipment:
20gal tank
100w heater
Marineland 400 Power Head
Aqua Clear 30 w/ nothing in holder
96w 4 bulb light fixture (2 actinic & 2 10,000k)
20lbs of live aragonite substrate
18lbs of live rock
Use distilled water w/ instant ocean reef crystals

Water conditions are:
80 degrees F.
Ammonia=0
Nitrite=0
Nitrate= approx. 10ppm-15ppm
Ph=8.2
Salinity= 1.026-1.025

Animals:
3 clean up crew snails
plenty of hitchhiker worms

All that being said, what should i be doing next?! does everything seem okay? here is a list of questions i have:

Is my nitrate okay?
When should i do my first water change?
When should i add more clean up crew and what specifically?
When should i start using my lights?
When should i add fish?
Can i get any small anemones?

First water change can be done now.
You can add clean up crew now. Snails are your best friend. All different kinds, not just the same ones.
Start using lights.
You can add fish now. A fish every 2 weeks. Watch your Ammonia spikes, there should not be any, if you get one cut back on the feeding.
Anemone require prestine water conditions, your has to many Trates for one. You also need Phosphates to be 0. What are yours? And you should wait a few months for your Reef to mature some.
Your Nitrates are ok for adding a new fish. Should get them under 10 when adding Soft corals or some LPS Corals.
