Either would be fine for LPS. I don't believe there is a "Best" light.

I would have say if you are buying a new one go for the T5's but if you have pc's now you can stay with that..

yeah +1 on the T5s that way if you ever decide to go to MH you can still have some decent supplemental actinic t5s

I think you should consider to use other kinds of aquarium tools to help you to contral the environment of you tank
