That piece of the puzzle is a filter grate designed to grow nitrifying bacteria. You need that. Never scrub it off. Instead, simply rinse it off (if it becomes clogged with debris) with similar temperature water; tap is fine.
This bacteria will assist in the break down of pneumonia, nitrite, and eventually leaving nitrate to be removed via live plants or regular water changes. with live plants, the nitrate will be consumed and eventually turned into nitrogen gas, CO2 and O2. Hope this helps.

Never rinse in tap water. Always either use old tank water or fresh water that has been dechlorinated. If you run it under the tap the chlorine in your tap water will kill your beneficial bacteria.
And the parameters are ammonia, nitrite and nitrate, not pneumonia

I was gonna say,Pneumonia is not a good thing to have!And yes you need it but rinse in your tank water when doing a waterchange,not tap.

Yes Ammonia. See what I get for multi-tasking? I have found that tap water rinsing does not kill bacteria if given a quick rinse, but left to soak in it, yes. You certainly can utilize aquarium water, if you wish too. Hope this helps.
