water clarity question

I have 3 tanks, i came home from work and one was leakin half empty(community tank about 25 fish) the other tanks had fish in em and can't be mixed so i had to run to the petstore buy another and rush back i filled the new one got it rdy then BOOM my filter crapped out so I also had to buy a new one now all the fish are in the new tank about 25 :/ in a smaller tank then what they were in by 10 gal i had to put them all in at once and now its been about 2 weeks and the water is still cloudy? is this just a bad bloom from way to many fish at once into a brand new tank?

oh btw the fish all seem healthy

What size tank is it. And it sounds like a bacteria bloom which happens with most new tanks.
