Default Moving to new tank and adding fish (Pufferfish)

So I am upgrading to a 25 gal tank from my 5 gal in 2 weeks and I have some questions about what to do and adding new fish.
Anything I need to do before upgrading? I was planning on adding some water and gravel from my old tank into the new one while cycling to get some beneficial bacteria in there. Would that work? This might sound silly but what if I put the filter from my old tank in my new tank for a few min to get some of the bacteria in there?
I will be putting the 3 neon tetras and 2 cory cats in the new tank. I am getting some more tetras and 2 more cories so I have some more room to play with. I really really want a puffer fish. I have found some species that I think will do well. These are freshwater adn not brackish water puffers. Has anyone had experience with pufferfish in community tanks? I have heard that there are several species of freshwater puffers that do great in community tanks and others that do not. Any advice? Also what other fish should I get?

If you arent going to be using the 5, put the filter on it and run it while you run your new filter too. a few minutes wont help but a few weeks will
