HELP! Gunk in tank needs identified, cannot find any solution to stop it.

water parameters:Nitrate, Nitrite, Ammonia:0, PH: 7.6+

Have AquaClear in 20 gallon tank, with 9 watt UV sterilizer. Been battling this gunk for months. Tried increasing air flow, water movement, almost anything suggested. The gunk enjoys water flow and immediately prohibits the flow of the filter and UV within a couple of days. Tried cleaning everything in the tank without success, gunk returned a few days later. Also tried doing large water changes with no success.

Also it is not the water source or water conditioner because I have other tank without any issues.
