Default Cycling/Cloudy Water

I have a 1.5 Gallon tank. I bought it and a couple fish in one day. I set the tank up. Put the water in and I conditioned it and everything. I know you arent supposed to cycle with fish but I figure guppies are pretty hearty.

The issue is, the water will not stop being cloudy.

It started a couple days after the set up. Is the cloudy a sign of the cycle? How long until it goes down? and, should I be doing water changes? I have been doing a half gallon water change daily now to try and get the cloudiness to go away.

Bacteria bloom because of cycling. It goes away after a couple of days.

How many fish do you mean a couple? 1.5 gallon tank really cant take more than 2 small fish if that.

It's just two. I'm fairly experienced in aquarium keeping. I've had saltwater tanks even. This is just the smallest. I've never gotten such cloudy water before. Anyway, thanks guys.
