Just curious....should a moderately planted tank have shrimp in it?

What exactly do you mean by 'should'? Are you saying you have a moderately planted tank and would like to get some shrimp? If this is the case, then yes, you can get shrimp. (Assuming you have the right water parameters and the fish in your tank won't eat the shrimp).
I had 3 fake plants and some ornaments and got a bunch of red cherry shrimp and they did fine. (I've since added giant and dwarf hygro, amazon sword, java fern, dwarf water lettuce and moss balls, and they're even happier). Shrimp (amano, cherry), are great at eating left over fish food and also algae. They're little 'clean up crews'. They don't eat algae as well as say, plecos or oto cats do, but they are still fairly good at helping to keep the tank clean. (Just research if they can be with the type of fish you have - if you have fish). Shrimp are soooo much fun to watch, and even better when they have babies and you get to see them grow.
