Are you planting directly under the lights? Cabomba can be picky if it doesn't get a good amount. Another thing is why don't you have reflectors? Was this some type of budget build? I would go to AHSupply.com and buy them. The biggest thing that most T5HO lighting has going for it is the reflectors and how efficient they make they light get so much more out of it.
What Kelvin rating bulbs are you using? |

Do you dose Co2? If so diy or pressurized? If Diy how big of a bottle do you use, whats your ingredients?
With that much light and not enough Co2 it might be a deficiency in carbon available to your plants to grow and everything on earth needs carbon. |

I love the way cabomba looks! I've never been able to get it to properly root and grow/stay thick though. I'm no expert, but, I think it's your lighting. Also try CO2. Even a DIY system will work well. I have a thread here on a simple one.
Also, make sure you keep the current down where you're trying to grow it. I also believe soft water is needed for these beauties. So... 1. Reflector/lighting fix 2. CO2 3. Low Current 4. Soft-ish water Keep us posted!
