What size of tank? How many watts are the lamps? You probably need to add a ferts regime more than just flourish. And a good possibilty of needing co2.

For that size tank you would need pressurized. which can run from 175 to 300.00 depending on what and where you get it. You will also need a good quality line of ferts.

I've only got a small tank with a 6 plants, so I have medium lighting and no CO2. I do use a fertilizer however, and I've found it has greened up my plants nicely. (They were turning all yellow and dying). I've got them planted in just gravel, and they're doing nicely with the fertilizer. It's Tropica Plant Nutrition Liquid. Here' a pic of the bottle: Plant Nutrition Liquid
