First Off congradlations on the tank. You are correct by cleanning the tank with, bleach.... A 25% bleach to water solution is good enough, you also need to clean the filter and anything you want to put in the tank. Even if it new from the store it still should have some type of cleanning done to it. Just remember to rinse everything real good and then soak it in dechornated water,everything. You seid yoy 15 gal tank was over ran with alge depending on the algea you may have the spores alive and will on it. You asked if the filter was good enough, IMO a resounding NO. You should try and get a fliter that is rated for the tank. You did not say weather it was a HOB or canister, because if it a canister you can by a HOB and that will take up the slack. Make sure you have heaters that are rated as will, I would get two, this is a safety feature, I don't know there area you live so if you have cold winters this is a must. If one breaks down you have the other one to heat the tank until you can get the broken one replaced. As for the old supplies you have I would look at the dates and make sure they are to not old and out dated. Mkae sure you water test kits is up date while your at it. You will need a dechorinated and depending in the fish you want to keep you may or maynot need to adjust the ph. This can also be effected by how close you are to treatment plant. No mention on the of lighting so I going to assume you have the standard lighting that comes with tanks. These lights a designed to show the fish not really for plant grown but you can grow low light level plants. repalce the bulbs with daylight buld at a K rating of 6700 to 8700. Also get gravel that is no bigger than 3mm, help the roots of the palnts stay put.
After you have everything you want light gravel plants and you are ready to set up the system. It will take about 6 weeks to cycle the tank, you can do this by adding 5 dispossible fish (not the most animal friendly way but is the most popular) or you can did it fishless ( the new methd being used world wide alittle slower but not fish die) by get pure ammoina and adding it to the tasnk alittle everyday, eye dropper. Cycleing a tank is the most important step in setting up a new tank. if done properly in the end you will have less problems later down the road. So take you time and research the fish you want to keep and set the tank up correctly from the start.
